One hundred dioceses

One hundred dioceses of approximately 5,000,000 people each, by current civil administrative districts, named for the most populous settlement in its borders. One bishop and one archdeacon per diocese; no suffragans, no provinces, no metropolitans, archiepiscopal sees have an important portfolio rather than metropolitical status. Dioceses are grouped into regions (not necessarily matching the nine Regions of England used below) to share certain administrative structures, with their bishops drawing lots for five-year terms as Convening Bishop (minimal duties to include chairing the regional college and leading episcopal consecrations; as many ‘metropolitical’ duties as possible to be vested in the regional college, decisions by consensus.) The national House of Bishops would consist of regional Convenors (possibly plus one more bishop per region, chosen by lot, depending on how many regions there were) and would meet less often than at present, the national College would consist of all bishops and would meet as often as now. Representation of the bishops at General Synod would be by quinquennial elections (and by-elections) by and from the national College; either no ex officio seats or only a few (e.g. ABC as head of communion, ABY as lead for the north, ABL as national lead).
